Looking for official CM standards is somewhat confusing. Below we try and make it easier for you by listing the most recognised of the standards (some of which are now obsolete).

IEEE Std 828-1990, IEEE Standard for Software Configuration Management Plans.

This plan establishes the minimum required contents of a Software Configuration Management Plan and defines the specific activities to be addressed and their requirements for any portion of a software product's life cycle.

ISO 10007-1995 "Quality Management, Guidance for Configuration Management"

ISO/IEC 12207-1995 "Information technology -- Software life cycle processes"


MIL-HDBK-61 CONFIGURATION MANAGEMENT GUIDANCE

Scope: This military handbook provides guidance and information to DoD acquisition managers, logistics managers, and other individuals assigned responsibility for Configuration Management. Its purpose is to assist them in planning for and implementing effective DoD configuration management activities and practices during all life cycle phases of defense systems and configuration items. It supports acquisition based on performance specifications, and the use of industry standards and methods to the greatest practicable extent.

MIL-STD-973 (Cancelled 30th Sep 2000)

This Military Standard was approved for use by all Departments and Agencies of the US Department of Defense (DoD). 

Scope: This standard defines configuration management requirements which are to be selectively applied, as required, throughout the life cycle of any configuration item (CI): 

a) Developed wholly or partially with Government funds, including non-developmental items when the development of technical data is required to support off-the-shelf equipment of software, or 

b) Designated for configuration management for reason of integration, logistics support, or interface control.
